A paper map's scale is expressed as a ratio like 1:24,000 (one unit on the map equals 24,000 of the same unit on the ground — the standard scale of USGS topographic quadrangle maps), while its print resolution is measured in dots per inch (DPI). Combining the two tells you how much real-world ground distance a single printed pixel or dot actually represents.
